Personal vs Organization Developer Accounts: Does the 12-Tester Rule Apply to You?
The closed testing requirement only applies to some Google Play accounts. Here's how to tell if yours is one of them, and what an organization account involves.

To check, open Play Console → Settings → Developer account → Account details for the account type, and look for a testing requirement notice on your app's dashboard. If you can't apply for production straight away, the requirement applies to you.

Should you switch to an organization account?
Only if you genuinely are an organization. An organization account is for a registered business, and verifying one takes paperwork and time: you'll need a D-U-N-S number for your organization, matching details, and a verification process.
For a solo developer, that usually takes longer than simply running the 14-day closed test. And switching typically means setting up a new account rather than flipping a setting, so check Google's current options before you start.

- Keep them opted in for 14 days in a row.
